Why a call to Azerbaijan fails
The 0 is still in the number
Azerbaijan keeps the 0 and area code even for a call inside the same city. From abroad, drop the 0: +994 takes its place.
The exit code is wrong for your country
00 works from Azerbaijan, Europe, and most of the world. From the US and Canada the exit code is 011.
The number does not take calls from abroad
Numbers that start with 08 are toll-free inside Azerbaijan. They often cannot be reached from outside the country.
