The 0 is still in the number
The 0 at the start of a Zimbabwean number is for calls inside the country. From abroad, leave it out: +263 takes its place.
The exit code is wrong for your country
00 works from Zimbabwe, Europe, and most of the world. From the US and Canada the exit code is 011.
The number does not take calls from abroad
Toll-free numbers that start with 0800 or 0808 often cannot be reached from outside Zimbabwe.
