Why a call to Burundi fails
The exit code is wrong for your country
00 works from Burundi, from Europe, and from most of the world. From the US and Canada, the exit code is 011.
A neighbouring country still needs the code
Rwanda, Tanzania, and DR Congo border Burundi, but calling from next door still needs +257 or 00257 first.
