Why a call to Uganda fails
The 0 is still in the number
The 0 at the start of a Ugandan number is for calls inside the country. From abroad, leave it out: +256 takes its place.
The exit code is wrong for your country
00 works from Uganda, Europe, and most of the world. From the US and Canada the exit code is 011.
The number does not take calls from abroad
Uganda's toll-free numbers start with 0800, like the police information line 0800 300 102, and often cannot be reached from outside Uganda.
